~RP stands for "Republic Points" and is the "currency" we use to purchase various features on the board, like a custom avatar or desktop viewer for example. You do this in the Golden Saucer, click on the icon to the top right on every page to get there. You can also use your RP to purchace Items to use in the forum battle system (wich is currently not available), that you do in the Item Shop, to get there click the icon next to the GS one.
~You gain RP in several ways. By completing the quizzez, refferals and using the battle system. The most common way though is through member donations. Each member is able to donate from his rp to any other member. By contributing to the board by posting fan art, poems, graphics, helping out and being a good member in general, you're very likely to recieve one soon enough. Don't simply ask for rp, it's not very well looked upon.
