The descriptions for reputation represent specific ranges of reputation points.
User is responsible for AIDS. (Below -400)
User stole my ****ing cloudsong. (-400 to -301)
User started the Holocaust. (-300 to -201)
User is more annoying than Tidus. (-200 to -101)
User sucks at posting. (-100 to -51)
User still has much to learn about The Force™. (-50 to -26)
User needs more cowbell. (-25 to -11)
User is probably just a n00b. (-10 to -1)
User is an unknown quantity at this point. (0 to 9)
User doesn't look too shabby. (10 to 49)
User is about to escape from the cold, hard grasp of mediocrity. (50 to 99)
User gets a gold star. And not the kind the Jews got in Germany, either. (100 to 199)
User knows a hawk from a handsaw. (200 to 299)
User will become famous with enough bribery and/or sexual favours. (300 to 399)
User is well on the way to becoming a skilled guitar shredder. (400 to 499)
User knows how to throw a pretty *****in' party. (500 to 749)
User makes me happy in the upper-pants region. (750 to 999)
User has properly bribed the people of Final Fantasy Republic for reputation points. (1000 to 1499)
User strongly resembles a deity. (1500 to 1999)
User could kick Jules Winnfield's ass. (2000 and up)
The amount of reputation you give to another user by approving or disapproving their posts is equivalent to your Reputation Power. Your Reputation Power is determined by a formula based on how long you've been registered, how many posts you have, and what your reputation level is. Administrators are exempt from this formula and give 10 points with each click, and users with dismal enough reputations will not be able to hand out reputation points (I can't remember what the cutoff is). There are some restrictions on how often you can give reputation to the same person (you have to give reputation to other people in between giving it to the same person twice) and how much reputation you can give in a single day total. Use of the Reputation system may be restricted for some users if they abuse it.
Hopefully this answers any questions users may have about how the reputation system works. I'll give specific statistics on how the reputation power formula is calculated later, maybe.
edit: Hm, I should probably actually mention how you GIVE reputation. xD There's a clickable link for people's posts right next to the number of the post in the post header; there's also a link under the RP moneybag in the "Minicard" section of the postbit, although that link may not remain.
You know what I like best about this Reputation system? The fact that it's anonymous. If people knew who was giving them bad reputation points, it would cause a heck of a lot of drama...

Actually for the moment it requires phpMyAdmin access, which means Edman and I are the only ones who can keep an eye on it for now, but I'll be sorting that out when I get a large bloc of free time.
