GIMP - Freeware Image Editor

If you don't have, or can't afford Photoshop or PaintshopPro, then Gimp is the next best thing. It's a freeware image editing program. "Freeware" meaning free. As free image editors go, Gimp is one of the best out there. It's the closest thing you'll get to Photoshop without forking out a few hundred dollars for it.

You will need to download one of the GTK + 2 runtime environments first. Just read the details, and find out which one you need. Then you can download and install The Gimp for Windows.
Gimp is also available for MacOSX and UNIX. (Links to those downloads can be found here. About Halfway down the page.)
