Well, on this for example.
I used the Pencil tool, black and made a new layer. Then zoomed in a bit and held down Shift+Click-MouseScroll. This will force a straight line. Then I just used that method of making lines and went around all the edges. Right then and there is how to make a simple single color border. Using Pencil also makes sure it'll have a hard edge on it and 100% Opacity.
Since it's a new layer, to add some flair to it like mine, I went into Layer > Layer Styles > Gradient - And messed with the settings to get the effect I did.  
You'll need PhotoShop 6.0 or 7.0 to do that though. I've never used PhotoShop Elements, but I can't suspect it'd be _much_ different. At least the Pencil tool bit. Good luck. |
