I want to start working with art and making tags/avatars, but I need a good program that is a good stepping stone..any suggestions

Paint That works actually lol. Photoshop is a good program, or Paint Shop Pro.

To make it legal, you need to download that, and loads of underage child porn to your harddrive. Leave it sit for around 25+ hours.. Then to make it all legal, you need to take out your harddrive, drive down to the police station.. then tell them what you have on their, and your name+other information. If you do this, it will be for legally yours. Good luck my friend
