It's not bad... but the picture doesn't seem to go with the background colour scheme. it looks pasted on. Some ways to blend it in better would be to play with the opacity, colour channels etc.
Also, the font doesn't fit in too well. Instead of black and white, IMO, you should have used dark and light blues to match the over all blue theme.
For a rating... I'd say maybe a 5/10 or so, because there's so much potential in there, but there's also a lot of room for improvement.
(I hope I'm not being too mean, just trying to be honest and constructive.  ) |

Also, I noticed for all your text you use outlines... There are so many other decorative styles for text than just outlining the text.
