acctually IF if it wasn't for hojo, there wouldn't be a Sephiroth. So I guess it could be Hojo, but my vote goes to Sephiroth

Acctually he is, at the end of disk 2, in Midgar. Before you fight hojo, he tells Cloud that he is Sephiroths father. of course you might be right, Hojo was alittle out of whack when he said that. lol
