I liked Golbeze, considering he was a pretty powerful Dark Knight, I think. Umm......don't you mean best villian before Kefka?

Kefka was the best villian in final fantasy history but since you can't say he is I would have to go with Golbeze.

Kefka. He's perhaps the only funny vilain.I kinda of like his psycho-paranoid attitude.He's maybe not the hottest nor the baddest but man, how crazy this guy is is unbelieveble

Next to the fact you really can't pick Kefka, who was the best bad guy IMO ^_^, I would have to say... Garland. He was an ok FF villan (he looks better in FFO) and he makes another apperances in another FF game. But yeah can't forget Ultros! Goofy guy forgot he was a octopus.
