There was little need to create any of this information because it does not contribute to the game, nor (more importantly) the theme. Yet it can be determined by the application of socio-economic policies from our world onto that of the planet. The world was mainly coal-powered beforehand (as described in the Corel incident), yet perhaps in the (at the time) village of Midgar , the founder of Shinra discovered through some means of experimentation (coal, like oil, is not renewable, so fuel research is probable) the substance coined as Mako. People would flock to this more efficient energy source because of its augmenting economic prospects (this does not merely refer to jobs at mako facilities but also other shops which could benefit from applying mako power , such as an automobile production plant etc.) This would lead to other merchants and civilians, (people looking for an easier way to get food, clothing etc.) settling in and around the area eventually forming a community which would comprise itself into a city. Through basic capitalistic activities some businesses in every market would fail while others succeed. This would eventually lead to distinction in wealth-based classes and the ego of this successful echelon would drive them to make this figurative distinction more concrete by creating the upper plate, which their affluence could more than allow. All this would occur while Shinra holds a monopoly, for every other business needs their power, i.e. they are at the top of the economic food chain.

Although this is logic based off assumptions (could it even be called logic in that case?), I feel it is the best way to answer your question. Thank you for listening.
