I don't know who that male character is, but he looks exactly like Cloud with red hair.

Nomura is directing FFXIII Versus; this Toriyama dude appears to be the director of the main FFXIII game. At first glance I thought he was Akira Toriyama, but that's obviously not correct. (He's probably busy enough with the Dragon Quest series, anyway).
