Asking what RP is and how to get it I for one, am fine with. But it's somewhat annoying getting comments or your card asking for RP. =/

Your suggestions are.. interesting. But some new members don't actually browse the forums til 2 weeks after they registered so that would mean all these er... precautions would not have taken place.
Not commenting on people's cards may help, but it takes most new members a while to figure out the comment feature is there.. makes me wonder how they find the feature and not find the millions of FAQs though.
A set number of threads per day sounds quite nice to me. It'll stop them from posting a bizzillion new threads in the wrong place but I promise you, they'll start leaving posts all over the place asking why they can't start new threads.
Giving them 100RP to start with will not stop them from asking about it or for it, several of these people I've seen already have 150+RP. It doesn't make that much difference. They still ask. Basically you're just handing them RP they don't deserve.
There is no sure way is seeing that the newbies read the FAQ first. It's like those registration forms the "do you agree to these terms" ones. You see 'em, and you scroll right down the button that says "yes, I agree".
