Avatar:
If you're importing an avatar you have to buy the custom avatar function. If it's a custom av, jpgs or gifs will be fine. Txt I'm not sure if that'll work, haven't tried it. It's probably ok from your desktop seeing as you simply upload it.
Sig:
Sigs have to be hosted. If you have paid hosting you can link them as jpgs or gifs etc. If you don't have paid hosting, you convert them to txts to image link them.
